Political relations between Ukraine and Belgium

The Kingdom of Belgium recognized Ukraine as an independent state on 31 December 1991

Diplomatic relations between the two countries were established on 10 March 1992

Bilateral relations are legally founded upon the Treaty on Mutual Understanding and Cooperation between Ukraine and the Kingdom of Belgium (dated 23 April 1997).

The legal basis of bilateral cooperation includes 30 intergovernmental, interagency and regional agreements.

Contacts at the level of Heads of State and Government

Political dialogue at the highest level was launched by the working visit of the President of Ukraine Leonid Kravchuk to Belgium in July 1992.

Bilateral talks with the participation of the President of Ukraine Leonid Kuchma and the then Prime Minister of Belgium took place in September 2001 on the margins of the EU - Ukraine Summit. Ukrainian President Viktor Yushchenko and the Prime Minister of Belgium met in 2005 on the occasion of the 25th anniversary of «Solidarity» (Poland, August 2005) and during the UNGA High Segment meeting (New York, September 2005).

Ukraine’s President Victor Yushchenko received Belgian PM during his official visit to Ukraine in October 2008.

In March 2009 President Yushchenko met in Brussels with the Prime Minister of Belgium in the framework of the European People's Party Summit meeting.

In October 2009 the first ever official bilateral visit of the President of Ukraine to Belgium took place. During that visit President of Ukraine inaugurated in Brussels (Ixelles) a memorial plaque to commemorate the first diplomatic mission of Ukraine to Brussels - diplomatic mission of the Ukrainian People's Republic to Belgium and the Netherlands (1919-1923).

In November 2010 Ukrainian President met in Kyiv with the Crown Prince Philippe of Belgium who visited Ukraine at the Head of economic mission.

In April 2011 President of Ukraine met with the acting PM of Belgium in Kyiv on the sidelines of the events to commemorate the 25th anniversary of the Chornobyl catastrophe.

In July 1997 PM of Belgium paid a working visit to Ukraine. Heads of Government met on many occasions in November 1995, May 2000, March 2002, October 2005, September 2006, January and June 2008.

In October 2008 PM of Ukraine Tymoshenko met with her Belgian counterpart during his official visit to Ukraine which resulted in the establishment of the Ukrainian-Belgian Joint Commission on Trade, Economic and Financial cooperation.

In April 2011 PM of Ukraine met in Kyiv with the acting PM of Belgium on the sidelines of the events to commemorate the 25th anniversary of the Chornobyl catastrophe.

Contacts at the level of Heads of parliament

Meetings of the Heads of parliament of the two countries took place in 1994, 2000, 2003, 2008 and 2009 during the visits paid to Brussels by the delegations of the Verkhovna Rada (Parliament) of Ukraine with the Speaker at their helm.

In March 1996 the Belgian parliamentary delegation headed by the Presidents of the Senate and the Chamber of Representatives visited Ukraine. In November 2008 the President of the Chamber of Representatives of Belgian Federal Parliament at the head of the delegation visited Kyiv to participate in the International Conference dedicated to the 75th anniversary of Holodomor in Ukraine in 1932-1933.

In February 2009, while Brussels, the Speaker of the Verkhovna Rada of Ukraine met with the Senate President.

In July 2008 Ukrainian MPs established the Ukraine-Belgium Group of friendship headed by MP Borys Tarasyuk. Over the period 2008-2009 there were several meetings held with the participation of the Group of Friendship members as well as representatives of parliamentary committees on foreign affairs and European integration. The Group of Friendship was established within the Belgian Federal Parliament too. In the wake of the parliamentary elections (held in Belgium in May 2014) the Belgian MPs updated the composition of the Belgian part of Ukraine-Belgium Group of Friendship. Same procedure is underway in the Verkhovna Rada of Ukraine following a snap parliamentary election held on 26 October 2014.

Political dialogue of foreign ministers

Political dialogue at the level of foreign ministers was launched by the official visit of the Belgian Foreign Minister to Ukraine in May 1996. Minister for Foreign Affairs of Ukraine Henadii Udovenko visited Belgium in April 1997. Since that time meetings at the foreign ministerial level of the two countries were held on a regular basis.

In 2008 Foreign ministers of Ukraine and Belgium had five bilateral meetings in Brussels, Kyiv and New York.

In March 2008 Belgian Foreign Minister visited Kyiv at the helm of the delegation of Belgian businessmen and football functionaries to present the experience of their country with respect to hosting the Euro-2000 and Belgium’s capabilities to contribute to the preparations for the European Football Championship-2012 in Ukraine.

In October 2008, during the official visit of the President of Ukraine to Belgium, Foreign Minister Petro Poroshenko met with the Belgian counterpart.

In November 2008 foreign ministers of Ukraine and Belgium signed in Brussels the Roadmap for bilateral relations for the period 2009- 2010.

In November 2010, while on official visit to Ukraine, the Belgian Prince Philippe met with Minister for Foreign Affairs of Ukraine Kostyantyn Gryshchenko.

In 2010 consultations in the format of Benelux–Ukraine were launched.

In 2012 Foreign Minister Gryshchenkowhile on his visit to Brussels, held a workingmeeting withthe Vice-PM, Foreign Minister of Belgium Didier Reynders.

In March 2014 Foreign Minister of Belgium Reynderstogether with the Foreign Ministers of the Netherlands and Luxembourg paid a joint visit to Kyiv where they met with the acting President of Ukraine and the Speaker of the Parliament of Ukraine, Minister for foreign affairs of Ukraine and other top Ukrainian functionaries.

In December 2014 Minister Reynders in his capacity as the Chairman of the Committee of Ministers of the Council of Europe visited Kyiv to meet with his Ukrainian counterpart Pavlo Klimkin, Ukrainian PM Yatseniuk and the leadership of the Ukrainian Parliament.
